Visitors to Cuba originating from the United States must have a legally acceptable reason for being in Cuba. One method often used is “Support for the Cuban people” (31 C.F.R. § 515.574) on the Travel Certification Form, which “promotes independent activity intended to strengthen civil society in Cuba” according to the Electronic Code Of Federal Regulations.
